At 16 rows, identical bin probabilities meet three very different payout ladders: edges pay 16x on low, 110x on medium, and 1000x on high, while the center pays 0.5x, 0.3x, and 0.2x. Expected value is 0.99 for all three.

Why Is the Spread So Different When the EV Is the Same?
Because variance is independent of expected value. Per dollar dropped at 16 rows, the standard deviation is about 0.33 on low, 1.47 on medium, and 6.57 on high. Every level loses the same 1% on average; high just takes a far noisier road there.
Expected value tells you the average; volatility tells you the ride. Running the numbers on the 16-row tables for a $1 drop:
